Preheat your oven to 400°F (200°C).

Lay a low-carb tortilla flat on a clean surface. Sprinkle a quarter of the shredded mozzarella cheese evenly over the tortilla, then layer a quarter of the pepperoni slices on top, and add Italian seasoning and garlic powder.

Starting from one edge, roll the tortilla tightly to enclose the filling and place seam-side down on a baking sheet. Bake for 12-15 minutes until golden brown and cheese is melted.

Let cool for a few minutes, then cut into pinwheels and serve with marinara sauce.
